The State of New Mexico, Energy, Minerals and Natural Resources Department (EMNRD) Energy Conservation and Management Division (ECMD) is requesting applications pursuant to 17.9.588 New Mexico Administrative Code (NMAC), Grid Modernization Grant Program (Program), from government entities for grid modernization projects to assist New Mexico in developing a modern electric grid that transitions the state to 100-percent zero-carbon electricity resources.

Eligible Applicants include municipalities and county governments; state agencies; state universities; public schools; post-secondary education institutions; and Indian nations, tribes, and pueblos.  All projects must take place within New Mexico. 

Applicants shall submit one application to the contact email listed below.  ECMD will begin reviewing proposals after May 3, 2024, for funding in fiscal year 2025.  ECMD may award multiple agreements under this RFA.  To be considered for funding, applications must be complete and must demonstrate that the project will meet all of the stipulated evaluation criteria.

The State of New Mexico, Energy, Minerals and Natural Resources Department, Energy Conservation and Management Division (ECMD) is accepting applications from public higher education institutions and other public research institutions working in partnership with a utility and long duration energy storage (LDES) technology developer or component provider or manufacturer for advanced energy technology research and demonstration pilot projects that provide LDES solutions for the electric grid.  ECMD requires that potential Offerors demonstrate these relationships in their application packages.

Applicants shall submit one application to the contact email listed below.  ECMD will begin reviewing proposals after May 7, 2024, for funding in fiscal year 2025.  ECMD may award multiple agreements under this RFA.  To be considered for funding, applications must be complete and must demonstrate that the project will meet all of the stipulated evaluation criteria.

The State of New Mexico Energy, Minerals and Natural Resources Department (EMNRD), Energy Conservation and Management Division (ECMD) is requesting proposals for the management and implementation of the Inflation Reduction Act (IRA) Home Electrification and Appliance Rebates (HEAR) Program (50122) for multifamily buildings. Historically, the multifamily sector has been significantly underrepresented in energy efficiency program accomplishments.

ECMD will conduct a non-mandatory pre-proposal conference for potential Offerors at 10:00 A.M. Preventing Outages While Enhancing Resilience (POWER) Program Projects

The Energy, Minerals, and Natural Resources Department (EMNRD) is requesting applications from Electric grid operators, storage operators, electricity generators, transmission owners or operators, distribution providers, fuel suppliers, and any other relevant entity, as determined by the Secretary of DOE.  POWER Program Projects will target the activities, technologies, equipment, and hardening measures to reduce the likelihood and consequences of disruptive events in under-resourced communities in New Mexico with the greatest resilience need.  EMNRD intends to set aside 60-percent of the available funding for small utilities, including rural electric cooperatives and municipally-owned utilities.  Examples of allowable scopes of work include:

  • Weatherization technologies and equipment
  • Fire-resistant technologies and fire prevention systems
  • Advanced monitoring and control technologies
  • Relocation of old overhead conductors and underground cables
  • Undergrounding of electrical equipment
  • Use of construction of DERs for enhancing system adaptive capacity during disruptive events, including microgrids and battery-storage subcomponents
  • Utility pole management
  • Vegetation and fuel-load management

Applications must be completed and submitted by March 22, 2024.

EMNRD may award multiple agreements under this RFP. To be considered for funding, applications must demonstrate that the project will meet all the RFP evaluation criteria.

ECMD Staff Training Procurement Query

The State of New Mexico, Energy, Minerals and Natural Resources Department (EMNRD), Energy Conservation and Management Division (ECMD) seeks a provider to conduct a staff retreat for approximately 35 ECMD staff. The successful Offeror shall conduct staff development for four sessions over two days to teach ECMD staff the tools to:

  • learn their own individual work styles;
  • manage conflict productively; and
  • accelerate successful cooperation and teamwork.

Note:  The retreat is offsite and outdoors, in the Galisteo Basin at StayKitFox (which can accommodate retreat activities indoors in the event of inclement weather). The successful Offeror shall travel to and from the location on both days, and be prepared to teach outdoors, without electricity. ECMD can provide basic supplies (flip charts, pencil/paper, etc.).

 

Scope of Work:

The successful Offeror shall provide the training below to give ECMD staff the tools to:

  • learn their own individual work styles;
  • manage conflict productively; and
  • accelerate successful cooperation and teamwork.

 All staff instruction. The successful Offeror shall:

1. Conduct pre-retreat personal style assessment with each staff member. The pre-retreat assessment shall consist of a self-assessment, completed by staff at a time of their choosing in the weeks immediately preceding the retreat. ECMD shall submit the self-assessments to the successful Offeror at least three business days before the retreat.  The successful Offeror shall use the collated self-assessments to form a “team profile” of the ECMD staff as a collective, to tailor the retreat instruction to the staff.

2. Retreat Day 1, for all staff members together:

  a. lead norm development exercise;

  b. lead conflict management framework exercise; and

  c. lead personal style workshop.

 

Bureau chiefs instruction

  1. Conduct pre-retreat leadership style assessment with each bureau chief. The pre-retreat assessment shall consist of a self-assessment, completed by staff at a time of their choosing in the weeks immediately preceding the retreat, and then submitted to the successful Offeror at least three business days before the retreat. The successful Offeror shall use the collated self-assessments to form a “team profile” of the ECMD leadership, in order to tailor the retreat instruction to the bureau chiefs.

 

  1. Retreat Day 2, for bureau chiefs only: Lead workshop on Daniel Goleman’s “six leadership styles”.  Goleman is a psychologist, New York Times columnist, science journalist, and post-doctoral Harvard lecturer who has spent decades studying the science of leadership.  His widely-known six leadership styles have directly influenced leadership and performance development initiatives at many Fortune 500 and other leading global organizations for more than 25 years.  Goleman’s material will support the ECMD staff as they navigate the intense teamwork required to support the division’s current and future growth and high visibility.

 

  1. Introduce the material; support bureau chiefs in their self-assessment, and then coach bureau chiefs into leading via the six different styles in role play and other exercises.

 

Response Contents:

 

Responses must, at a minimum, include:

 

  • Offeror’s name, address, e-mail address, and telephone number;
  • Offeror’s organizational structure, education, background, resources, and relevant experience;
  • brief written description of how each task will be met, programs provided, and potential schools and partners to be worked with; and
  • list of recent clients involving similar training, including three references (please provide contact information for references).

 

RESPONSE DEADLINE

The deadline for offers is 3:00p.m., prevailing Mountain Time, April 1, 2024.  One pdf copy of the response must be received, via email to the following by that date and time.
