REQUEST FOR PROPOSALS
FOR PROVIDING IMPLEMENTATION SERVICES AND TECHNICAL ASSISTANCE TO THE
NEW MEXICO SOLAR FOR ALL PROGRAM
ISSUED BY THE STATE OF NEW MEXICO,
ENERGY, MINERALS AND NATURAL RESOURCES DEPARTMENT, ENERGY CONSERVATION AND MANAGEMENT <\/strong><\/p>\n

The State of New Mexico Energy, Minerals and Natural Resources Department (EMNRD), Energy Conservation and Management Division (ECAM), is requesting proposals from individuals or entities to assist ECAM with managing and implementing the New Mexico Solar for All Program (Program) to advance access to solar energy resources in New Mexico. Multiple contracts may be awarded from this RFP.<\/p>\n

The successful Offeror(s) shall have demonstrable expertise in clean energy program administration, project oversight and inspections, shall be experienced in solar energy development, able to facilitate a community-inclusive process to educate households and stakeholders on the costs and benefits of solar and battery energy storage and provide technical assistance in the development of solar energy projects. The successful Offeror(s) shall provide education and outreach, program implementation and administration, program planning, technical and financial assessment, project development, technical assistance, support in accessing incentives and financing, project invoicing and reporting, contractor selection, oversight, and inspections, operations and maintenance training, facilitation of workforce development activities, and\/or ongoing program coordination and collaboration to administer the Program.<\/p>\n

ECAM shall conduct a non-mandatory pre-proposal webinar conference for potential Offerors at 11:00 a.m. MDT on June 19, 2024 to brief Offerors on this procurement and so Offerors may ask questions about the procurement process. Please contact the ECMD Contact Person listed below to request a meeting invitation.<\/p>\n

Offerors shall submit one proposal in PDF format to Trevor.Leuzinger@emnrd.nm.gov no later than 5:00 p.m. on July 19, 2024. ECAM shall not accept proposals received after this date and shall make absolutely no exceptions for proposals not received by the appointed time.<\/p>\n
