The discharge permit application was deemed administratively complete on November 26, 2025.

DCP Operating Company, LP operates the Artesia Gas Processing Plant located in Section 7, Township 18 South, Range 28 East (32.75638, -104.21075), approximately twelve (12) miles southeast of Artesia in Eddy County, New Mexico. The physical address of the facility is 1925 Illinois Camp Rd, Artesia, NM 88210. The Facility is a cryogenic gas plant through which natural gas and condensate from nearby oil and gas production facilities are transported by pipeline for treatment and processing. Once gathered at the Facility, the produced natural gas is treated to remove waste gases (carbon dioxide and hydrogen sulfide) and cryogenically processed to isolate natural gas and condensate products, which are subsequently transported to customers via pipeline and commercial trucking services. The Facility stores over 420,000 gallons of oil, wastewater, condensates, glycol, amine, lube oil, synthetic oil, hot oil surge, and transformer oil in aboveground storage tanks and vessels and is designed to process 100 million standard cubic feet per day (MMSCFD) of natural gas. Groundwater occurs between approximately 95 and 300 feet below ground surface and contains total dissolved solids (TDS) concentrations typically between 1,730 and 4,740 milligrams per liter (mg/L).

Based on the submitted discharge permit application, the OCD has prepared a draft permit for the Artesia Gas Processing Plant. The OCD contact by which interested persons may obtain information, submit comments, request to be placed on an OCD created facility-specific mailing list for future notices, request a copy of the draft permit, and request a public hearing is Mr. Joel Stone, (505) 709-5149, joel.stone@emnrd.nm.gov with mailing address 1220 South St. Francis Drive, Santa Fe, New Mexico, 87505.

The OCD will accept comments and statements of interest regarding the discharge permit application and the draft permit; prior to ruling on any proposed discharge permit, the Director shall allow a period of at least thirty (30) days after the date of publication of this notice, during which interested persons may submit comments and/or request in writing that OCD hold a public hearing.
