The order begins by identifying the multiple values provided by conserved lands and waters:

“New Mexicans rely on the State’s lands and watersheds to support our economy, sustain traditional ways of life, provide our drinking water, ensure food security, preserve biodiversity, and provide recreation opportunities that promote the health and wellbeing of all who call New Mexico home.”

These values guide the work of the 30 by 30 Advisory Committee (“Committee”), comprised of seven state agencies and the State Land Office. Agencies are directed to individually review and utilize existing programs, funding, and authorities to reach the ambitious conservation targets of conserving at least 30 percent of all lands in New Mexico by 2030, with an additional 20 percent of lands designated as climate stabilization areas. Developing clear definitions for these terms, inclusive of the values outlined in the Order, will be an essential part of the Committee’s early work and outreach efforts. Doing so will both influence which lands count toward conservation targets and guide the implementation and coordination of programs contributing toward those targets.

Defining what conservation means for New Mexico is an opportunity to bring together diverse people—ranchers and farmers, sovereign nations, outdoor recreation interests, and conservation organizations—under a common purpose. For each of these groups, collectively and individually, the Committee believes that conservation must be a benefit, not a burden. Redefining conservation also serves a practical purpose, helping to ensure New Mexico’s vision for conservation is accurately represented in the American Conservation and Stewardship Atlas, which is being developed to track conservation progress nationally as part of the America the Beautiful initiative.

This document provides an initial framework describing the Committee’s approach to engaging the public and partnering with sovereign nations to define and guide conservation efforts in our state: a uniquely New Mexico 30 by 30.

In the first section we provide an overview of the 30 by 30 process, including the role of the Committee, foundational principles, and background on key concepts. The second section is a summary of existing state programs positioned to contribute toward 30 by 30 goals. The depth and breadth of these programs form a strong foundation for the State’s 30 by 30 process. The final three sections describe opportunities for Pueblos and Tribes, New Mexico’s engagement with the federal government’s America the Beautiful Initiative, plans for future public engagement, and a draft timeline for anticipated 30 by 30 activities in 2022.

This document may be updated periodically in the coming weeks and months as outreach efforts progress. We hope that this framework, guided by the broad values outlined by EO 2021-052, demonstrates that conservation is multi-faceted and that there is far more to 30 by 30 than setting land aside subject to significant use restrictions. It includes the important conservation values provided by working lands. It also recognizes that conservation is a job that can never be finished and 30 by 30 will be distinguished by a constructive process that sets up enduring conservation programs for the future.
