The fires were 99% contained by July 15, 2024. Contractors will assess each site and carry out approved work. The Forestry Division will have sole discretion to determine which <a href=\"https:\/\/www.emnrd.nm.gov\/sfd\/wp-content\/uploads\/sites\/4\/Practice-Specifications-Handout_NMFD_SSF.pdf\"><span data-contrast=\"none\">post-fire practices<\/span><\/a> are appropriate for each property.<\/p>\n<h2>Eligibility<\/h2>\n<p><span data-contrast=\"auto\">Landowners requesting assistance will be evaluated for eligibility based on the following criteria:\u00a0<\/span><\/p>\n<h3>Location<\/h3>\n<p><span data-contrast=\"auto\">The property must be located in Lincoln County and within the boundaries of the <\/span><a href=\"https:\/\/nm-emnrd.maps.arcgis.com\/apps\/instant\/basic\/index.html?appid=e8ff3dd1b8f04ef0ae0a0bb8d2b12de4\"><span data-contrast=\"none\">South Fork burned area.<\/span><\/a><\/p>\n<h3>Proof of Ownership and Right of Entry<\/h3>\n<p>Applicants will complete a\u00a0<a href=\"https:\/\/www.emnrd.nm.gov\/sfd\/wp-content\/uploads\/sites\/4\/ROE-SSF-Hazard-Trees-CLEAN.pdf\">Right-of-Entry Agreement<\/a>\u00a0and provide legal proof of ownership which meets the\u00a0<u><a href=\"https:\/\/www.emnrd.nm.gov\/sfd\/wp-content\/uploads\/sites\/4\/Document-Validation-Guidance_DRAFT_V2.pdf\">document validation guidelines<\/a><\/u>. Applications will not be accepted and approved for site assessment and project implementation until all documents are received and verified for legal acceptability.<\/p>\n<p><span data-contrast=\"auto\">It is the sole responsibility of the landowner or their representative to provide evidence of property ownership. <\/span>Acceptable documents must list the current landowner and include the property address, legal description, and\/or UPC.<\/p>\n<h3>Hazard Tree Criteria<\/h3>\n<p>Trees must be within twice their height of a road or structure and meet at least one of the following:<\/p>\n<ul>\n<li>Leaning more than 30 degrees<\/li>\n<li>Over 75% canopy loss (ponderosa pines) or over 50% loss (other species)<\/li>\n<li>Split trunk exposing heartwood<\/li>\n<li>40% or more exposed roots<\/li>\n<\/ul>\n<p>[\/et_pb_text][et_pb_text admin_label=&#8221;Priority Areas&#8221; _builder_version=&#8221;4.27.5&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221;]<\/p>\n<h2>Priority Areas<\/h2>\n<p><span data-contrast=\"auto\">Properties will be prioritized for assistance to maximize long-term watershed recovery, focusing on areas with the greatest risk of erosion that may contribute to debris flows and impact downstream communities. In addition to limited staffing, there are processes outside of field staff control, such as contracting and procurement requirements, that can slow progress.<\/p>\n<p>While future assistance programs may become available, funding uncertainties make this difficult to predict. When a wildfire burns a portion of a watershed, the resulting burn scar increases the potential for flooding until vegetation is re-established. Natural, unburned vegetation and soil normally act as a sponge during a rainfall event. However, the heat from a fire can bake the ground, creating a surface that will not absorb water and can increase the speed with which water flows off the slope. The Forestry Division is utilizing contractors who will conduct site assessments and carry out post-fire projects. The Forestry Division will have sole discretion to determine appropriate\u202f<\/span><a href=\"https:\/\/www.emnrd.nm.gov\/sfd\/wp-content\/uploads\/sites\/4\/Practice-Specifications-Handout_NMFD_SSF.pdf\"><span data-contrast=\"none\">post-fire practices<\/span><\/a><span data-contrast=\"auto\">\u202fto be implemented on the landowner's behalf.<\/span><span data-ccp-props=\"{\">\u00a0<\/span><\/p><p><i><span data-contrast=\"auto\">Please be advised that the initial phase of property assessments for our post-fire recovery program has been completed, and our assessment contractors have demobilized. While we are no longer scheduling new assessments at this time, we encourage interested landowners to continue submitting their applications and supporting documentation. We anticipate additional funding for this crucial program in the future, which may allow us to remobilize contractors to conduct further assessments.
