REQUEST FOR PROPOSALS
FOR PROVIDING AS-NEEDED SERVICES FOR THE IMPLEMENTATION OF THE HOME ELECTRIFICATION AND APPLIANCE REBATES PROGRAM FOR MULTIFAMILY HOMES (SECTION 50122) IN NEW MEXICO
ISSUED BY THE STATE OF NEW MEXICO,
ENERGY, MINERALS AND NATURAL RESOURCES DEPARTMENT,
ENERGY CONSERVATION AND MANAGEMENT DIVISION
Section 1. PURPOSE OF THIS REQUEST FOR PROPOSALS
The State of New Mexico Energy, Minerals and Natural Resources Department (EMNRD), Energy Conservation and Management Division (ECAM) is requesting proposals for the management and implementation of the Inflation Reduction Act (IRA) Section 50122 Home Electrification and Appliance Rebates (HEAR) Program for multifamily homes.
Any proposals that may result from this Request for Proposals (RFP) are valid for one year from proposal due date as indicated in Section 8, Contact Person and Due Dates, below. ECAM may award multiple contracts as a result of this RFP.
The successful Offeror(s) shall assist ECAM with management and implementation of the HEAR Program for multifamily homes to optimize the Department of Energy’s (DOE’s) funding and guidance to manage and deploy the programs in an effective and efficient manner for all citizens of the State of New Mexico, particularly in disadvantaged, low-income and rural communities.
ECAM will conduct a non-mandatory pre-proposal conference for potential Offerors at 10:00 A.M. MDT on March 11, 2026, via Microsoft Teams to provide Offerors with an opportunity to be briefed on this procurement and to ask questions about the procurement process and the Scope of Work (SOW). Proposals shall be submitted to: Louie.DiMattina@emnrd.nm.gov no later than 3 p.m., April 2, 2026. ECMD shall not accept proposals received after this date and shall make absolutely no exceptions for proposals not received by the appointed time.
This public notice is given pursuant to NMSA 1978, Section 13-1-113. The Procurement Code, NMSA 1978, Sections 13-1-28 through -199, imposes civil and criminal penalties for its violation. In addition, New Mexico criminal statutes impose felony penalties for bribes, gratuities, and kickbacks.
