Request for Proposals to Develop a Statewide Climate Change Mitigation, Adaptation, and Resilience Plan

The State of New Mexico Energy, Minerals and Natural Resources Department (EMNRD), Energy Conservation and Management Division (ECMD) is requesting proposals from entities to draft and finalize a plan to increase the resilience of state agencies to natural hazards exacerbated by projected climate impacts. The statewide Climate Mitigation, Adaptation, and Resilience Plan will be the cornerstone of a comprehensive state-wide response to the impacts of climate change. In the event of a state or national health emergency, the successful Offeror shall follow all state and local guidelines for as long as those guidelines are in effect as they apply to the work of any contract which may result from this Request for Proposals (RFP).

ECMD will conduct a non-mandatory pre-proposal conference for potential Offerors at 10 a.m. MDT on September 26, 2022 via WebEx. The purpose of the pre-proposal conference is to provide Offerors an opportunity to be briefed on this procurement and to ask questions about the procurement process. Offerors shall submit one proposal in PDF format to Mr. Gomez via email at robert.gomez@state.nm.us no later than 3 p.m. MDT September 30, 2022. EMNRD shall not accept proposals received after this date and shall make absolutely no exceptions for proposals not received by the appointed time.

Request for Applications for Grid Modernization Grant Program

The State of New Mexico, Energy, Minerals and Natural Resources Department (EMNRD)
Energy Conservation and Management Division (ECMD) is requesting applications from
public entities for grid modernization technical assessments, demonstration projects, and monitoring evaluations to assist New Mexico in developing a modern electric grid that transitions the state to 100-percent zero-carbon electricity resources.
