TO DELIVER
CONSTRUCTING RESILIENCE & ADAPTATION FRAMEWORK & TECHNIQUES (CRAFT)
FOR THE STATE OF NEW MEXICO,
ENERGY, MINERALS AND NATURAL RESOURCES DEPARTMENT,
ENERGY CONSERVATION AND MANAGEMENT DIVISION (ECAM)

The State of New Mexico, Energy, Minerals and Natural Resources Department (EMNRD), Energy Conservation and Management Division (ECAM), requests proposals from qualified firms, institutions, and individuals to support the implementation of New Mexico’s Climate Adaptation and Resilience Plan (CARP). The Successful Offeror(s) will assist the ECAM Climate Policy Bureau (CPB) with implementation of climate adaptation and resilience strategies identified by the New Mexico Resilience Interagency Working Group. Outputs may include developing climate resilience metrics and aligning the CARP with best practices from other regional, state, and national climate change, mitigation, and natural hazard mitigation plans. Outcomes will include assessing the needs and capacity of New Mexicans and developing an adaptable toolkit for training stakeholders in local communities, Tribal governments, and community-based organizations to identify vulnerabilities, risks, and mitigation options related to natural hazards likely to be exacerbated by projected climatic shifts.

ECAM will conduct a non-mandatory pre-proposal webinar conference for potential Offerors at 11:00 am Mountain Time on January 30, 2025, to provide potential Offerors with an opportunity to be briefed on this procurement and ask questions about the procurement process.

Offerors shall submit proposals bearing digital signatures in PDF format to Tess Ngochi via e-mail at tess.ngochi@emnrd.nm.gov no later than February 21, 2025, at 3:00 pm Mountain Time. ECAM shall not accept proposals received after this date and shall make absolutely no exceptions for proposals not received by the appointed time.

FOR PROVIDING AS-NEEDED SERVICES FOR THE IMPLEMENTATION OF THE HOME EFFICIENCY REBATES PROGRAM (SECTION 50121)

ENERGY CONSERVATION AND MANAGEMENT DIVISION

Section 1.    PURPOSE OF THIS REQUEST FOR PROPOSALS

The State of New Mexico Energy, Minerals and Natural Resources Department (EMNRD), Energy Conservation and Management Division (ECAM) is requesting proposals for the management and implementation of the Inflation Reduction Act (IRA) Home Efficiency Rebates (HER) Program (Section 50121) for single-family homes or multifamily buildings.

Any proposals that may result from this Request for Proposals (RFP) are valid for one year from proposal due date as indicated in Section 8, Contact Person, and Due Dates, below. ECAM may award multiple contracts as a result of this RFP.

The successful Offeror(s) shall assist ECAM with management and implementation of Section 50121, Home Efficiency Rebates Program of the IRA to optimize Department of Energy’s (DOE) funding and guidance to manage and deploy the programs in an effective and efficient manner for disadvantaged, low-income and rural communities in New Mexico.

ECAM will conduct a non-mandatory pre-proposal conference for potential Offerors at 10:00 A.M. MDT on January 13, 2025 via Microsoft Teams to provide Offerors an opportunity to be briefed on this procurement and to ask questions about the procurement process and the Scope of Work (SOW). NOTICE OF CANCELLATION OF REQUEST FOR PROPOSALS
FOR PROVIDING AS-NEEDED SERVICES FOR THE IMPLEMENTATION OF
THE HOME EFFICIENCY REBATES PROGRAM (SECTION 50121)

On June 6, 2024, Energy Conservation and Management (ECAM) issued a Request for Proposals (RFP) for providing as-needed services for the implementation of the home efficiency rebates program (section 50121).

In accordance with NMSA 1978, § 13-1-131, you are hereby notified that ECAM has determined that it is the best interest for ECAM for the RPF to be withdrawn and cancelled as the Scope (SOW) of Work was deemed to be inadequate, and additional SOW items are needed.

We thank you for your participation in the solicitation process and apologize for any inconvenience. ECAM anticipates issuing another RFP with the expanded SOW as soon as possible.
