NOTICE OF FUNDING OPPORTUNITY
FOR GRID MODERNIZATION PROJECTS
ISSUED BY THE
STATE OF NEW MEXICO,
ENERGY, MINERALS AND NATURAL RESOURCES DEPARTMENT,
ENERGY CONSERVATION AND MANAGEMENT DIVISION
The State of New Mexico, Energy, Minerals and Natural Resources Department (EMNRD) Energy Conservation and Management Division (ECAM) is requesting applications pursuant to 17.9.588 New Mexico Administrative Code (NMAC), Grid Modernization Grant Program (Program), from government entities for grid modernization projects to assist New Mexico in developing a modern electric grid that transitions the state to 100-percent zero-carbon electricity resources.
Grid modernization projects are those that make improvements to electric distribution or transmission infrastructure to accommodate or facilitate the integration of renewable electric generation resources with the electric distribution grid or otherwise enhance electric distribution or transmission grid reliability, grid security, demand response capability, customer service or energy efficiency or conservation.
Eligible Applicants include municipalities and county governments; state agencies; state universities; public schools; post-secondary education institutions; and Indian nations, tribes, and pueblos. All projects must take place within New Mexico.
Projects must fit within one of three types.
Type 1: projects are original research projects that advance the state’s understanding and appreciation of grid function, reliability, resilience, security and operation as it relates to the integration of renewable and zero-carbon resources, including impacts on customer behavior, operations and maintenance costs or the value of specific grid technologies;
Type 2 projects consist of pre-construction or design activities to support grid modernization construction/installation projects;
Type 3 projects involve construction, installation, operation and verification of a grid modernization technology at a project site.
ECAM may fund all three types of projects proposed by one entity

Applications must be submitted by August 15, 2026. Type 1 and Type 2 Projects shall be completable within two years after the date of the fully executed contract and Type 3 projects must be completed within 4 years after the fully executed contract. ECAM may award multiple agreements under this NOFO. To be considered for funding, applications must be complete and must demonstrate that the project will meet all of the stipulated evaluation criteria.

TRIBAL SOLAR PROJECT

ENERGY CONSERVATION AND MANAGEMENT DIVISION
The State of New Mexico Energy, Minerals and Natural Resources Department (EMNRD), Energy Conservation and Management Division (ECAM), is requesting applications from Indian Nations, Pueblos, and Tribes, for the development of Solar for New Mexico projects to help ECAM increase solar power deployment in the state and advance the clean energy economy in New Mexico. These grid-tied solar energy production and associated energy storage projects entail the use of a large solar photovoltaic (PV) system that provides power as well as environmental and economic benefit(s) to multiple community members, especially low- and moderate-income (LMI) residents.
Projects will serve one or more goals of the state’s shared solar program:
- Lower electricity bills for LMI residents (less than 80% Area Median Income); as the energy transition increases utility costs;
- Support resilience, clean energy development, and state-based solar industry; and
- Reduce greenhouse gas emissions
ECAM is looking to fund construction-ready or near construction-ready solar installation projects. Projects must be completed by June 30, 2028.
Applications will be accepted until July 15, 2026. Any applications that may result from this Notice of Funding Opportunity (NOFO) are valid for one year from application due date as indicated below. ECAM may make multiple awards as a result of this NOFO.

Offerors shall submit one application in PDF format to the Contact Person above via email at Trevor.Leuzinger@emnrd.nm.gov no later than 5:00 p.m. MDT, July 15, 2026. ECAM shall not accept proposals received after this date and shall make absolutely no exceptions for proposals not received by the appointed time.
This public notice is given pursuant to NMSA 1978, Section 13-1-113. The Procurement Code, NMSA 1978, Sections 13-1-28 through -199, imposes civil and criminal penalties for its violation. In addition, New Mexico criminal statutes impose felony penalties for bribes, gratuities, and kickbacks.
